Sam leads the Directorate for Covenant, Families and the Office for Veterans' Affairs (OVA) in the Ministry of Defence. His team delivers the government’s programme to support UK veterans, the Armed Forces Community, and their families. As well as helping those who need it, the directorate works to celebrate the positives of military service, and to ensure that the Armed Forces Community can contribute their skills and experience to society.

As well as his role in government, Sam is a former Royal Tank Regiment officer, a serving reservist, a trustee of the Scar Free Foundation, and a member of the Independent Advisory Panel for the Infantry Training Centre.
